The housing crisis in Richmond has reached a critical point, with soaring rent prices and rapidly increasing home values pushing many residents to the brink of housing instability. It's alarming to see the impact of these trends: the cost of renting a one-bedroom apartment has surged by 10% in just one year, while the median sales price for homes has skyrocketed by 17.6% over the past year alone.
Amidst these challenges, Richmond faces the unfortunate distinction of having the second-highest eviction rate in the nation, with 11% of its residents facing eviction annually. This alarming statistic disproportionately affects minority communities, with over 60% of predominantly African American neighborhoods experiencing eviction rates exceeding 10%.
To tackle this crisis head-on, our campaign is committed to implementing a comprehensive set of strategies aimed at ensuring housing affordability, stability, and equity for all Richmond residents:
Rent control policies will be implemented to ensure that tenants are protected from unjustifiable rent hikes. These policies will establish limits on how much landlords can increase rent annually, providing tenants with greater stability and predictability in their housing costs. By preventing exorbitant rent increases, we aim to mitigate the risk of displacement and housing insecurity for vulnerable communities, including low-income households and marginalized groups.
Furthermore, rent control measures will include provisions to address loopholes that landlords may exploit to circumvent regulations, such as exemptions for new construction or luxury developments. This ensures that all tenants, regardless of the type of housing they occupy, are afforded adequate protection against unreasonable rent hikes.
To address the shortage of affordable housing in Richmond, we will prioritize the streamlining of permitting processes for new construction projects and development initiatives. This will involve reducing bureaucratic hurdles and unnecessary delays in the approval process, thereby expediting the timeline for bringing new housing units to market.

Our campaign is committed to advocating for comprehensive reforms to zoning regulations to promote more inclusive and diverse housing options in Richmond. This includes updating zoning codes to allow for greater flexibility in housing development, including the construction of accessory dwelling units (ADUs), multi-family dwellings, and mixed-use developments.
Additionally, zoning reforms will seek to eliminate discriminatory practices and barriers to housing access, such as exclusionary zoning policies that perpetuate segregation and inequity. This includes strengthening eviction moratoriums, enacting just-cause eviction policies, and implementing rent stabilization measures to provide tenants with greater stability and security in their housing arrangements.
Furthermore, we will establish tenant support services, including legal assistance, mediation programs, and financial resources, to help tenants facing housing insecurity navigate the eviction process and access the resources they need to maintain stable housing. Our campaign will prioritize investments in homelessness prevention programs and support services to assist individuals and families at risk of homelessness in Richmond. This includes providing rental subsidies, rapid rehousing assistance, and supportive housing programs to address the root causes of homelessness and promote long-term stability for vulnerable populations.
Additionally, we will collaborate with community organizations, non-profit agencies, and government agencies to coordinate services and resources for homeless individuals and families, including mental health services, substance abuse treatment, and job training programs. By taking a holistic approach to homelessness prevention and support, we can ensure that all residents have access to safe, stable, and affordable housing in Richmond.
